Cosmetic Product Safety Reports
What is CPSR?
All cosmetic products must have a Cosmetic Product Safety Report (CPSR) completed by a qualified toxicologist before sale on the UK and EU market.
When completed in line with Article 10 and Annex 1 of the UK and EU Cosmetic Regulations, the CPSR confirms that a cosmetic product is safe for use as intended under normal or reasonable foreseeable conditions.
At The Cosmetic Regulator, we take care of the CPSRs required for your products. As part of the product development and compliance process, we confirm that the required raw material documentation is reviewed and up to standard. Additionally, we ensure that the necessary product testing is in place before the report is signed off by a qualified toxicologist.
What goes into a CPSR?
A CPSR brings together all of the technical, testing and toxicological evidence you need to prove your cosmetic product is safe for consumer use. The completed CPSR sits at the heart of your Product Information File (PIF) and is essential for legal compliance.
1. Raw Material Documents
Each ingredient must be supported by high-quality raw material documentation, such as the safety data sheet (SDS), specification, composition and further technical information.
2. Product Testing
Results from stability testing, packaging compatibility testing, microbiological and preservative efficacy (challenge) testing, and targeted chemical analyses, such as heavy metals and 1,4-dioxane, are included as evidence in the CPSR to further support the safety of the cosmetic product.
3. Toxicological Review
Our qualified toxicologists evaluate the testing, formulation, exposure scenarios and margins of safety calculations before concluding the safety of the cosmetic product overall.
CPSRs for Product Variants
In some cases, variants — such as different shades or fragrances — can be grouped under a single report if the base formulation is identical. We will advise on the most efficient and compliant approach for your product line.
Updating CPSRs
Safety and compliance do not end once your product has launched. If consumers report any adverse reactions to your product, these must be communicated to the Responsible Person, who will work with the toxicologist to re-evaluate the safety of the product if required.
