Product Testing & Claims
Product Testing
Cosmetic products must undergo various tests before they can be placed on the market. The results of testing feed directly into the Cosmetic Product Safety Report (CPSR) and the Product Information File (PIF).
Stability and Packaging
We conduct stability testing and packaging compatibility testing to demonstrate that your product maintains its quality, safety and performance over its shelf life, following industry-recognised methods.
To prevent issues such as leaching, degradation or discolouration, we carry out compatibility testing between the formula and its packaging.
Preservative Efficacy Testing & Microbiological Testing
Preservative Efficacy Testing (PET), or Challenge Testing, as it is also known, checks that the preservative system in aqueous-based products is working effectively. We conduct this testing in line with ISO 11930:2019 through our partner labs.
For products considered low risk, we apply the guidance of ISO 29621:2017 to microbiological safety assessment. We perform microbiological testing on finished products to verify they are free from microorganisms, such as bacteria, yeast and mould, before they are released to market.
Chemical Analysis
We conduct targeted chemical analyses, including heavy metals screening and 1,4-dioxane testing, through our accredited partner laboratories. These evaluations provide assurance that formulations comply with current regulatory limits and international safety monitoring requirements.
CPSRs
Once all required testing is complete, our toxicologists compile the Cosmetic Product Safety Report (CPSR) in accordance with Annex I of the UK and EU Cosmetics Regulations.
This legally mandated document brings together your formulation data and product test results into one comprehensive safety assessment. A CPSR is also a legally required component of the Product Information File (PIF), which must be held by the appointed Responsible Person, and no cosmetic product can be placed on the UK or EU market without one.
Claims
Under Article 20 of the UK and EU Cosmetics Regulation, every claim made on cosmetic products must be truthful, evidence-based and must not mislead the consumer. To provide this evidence, we can arrange additional dermatological and consumer testing.
Article 11 of the UK & EU Cosmetics Regulation states that all claims must be evidenced in the PIF. We can help you substantiate your claims with a range of well-known testing methods, aligned with the expectations of the UK's Advertising Standards Agency and EU authorities.
Dermatological Testing
We arrange dermatological patch testing for cosmetics under the supervision of qualified dermatologists to confirm skin compatibility. These studies can also substantiate tolerance-related claims such as “suitable for sensitive skin” or “suitable for all skin types.”
Clinical Testing
For advanced cosmetic claims substantiation, we coordinate clinical trials. These studies provide robust, quantifiable data to support claims, such as “clinically proven to hydrate the skin for 24 hours after use” or “clinically proven to reduce the appearance of fine lines and wrinkles.”
Consumer Testing
Structured consumer user trials gather feedback from real users in controlled conditions, providing valuable evidence to substantiate claims and reinforce marketing messages. For example, a study may show that “8 out of 10 participants felt their skin looked more hydrated after two weeks of use.”
