What is a Responsible Person?
All cosmetic products placed on the UK and EU markets must have a Responsible Person (RP). This requirement is set out under Article 4 of the UK Cosmetics Regulation and EU Cosmetics Regulation 1223/2009.
The Cosmetic Regulator is fully equipped to act as your dedicated Responsible Person for cosmetics in both the UK and EU markets. Being a Responsible Person carries the legal responsibility for product safety, compliance, and continuous oversight, in line with Article 5 of the UK & EU Regulation. We take on that responsibility for you, so your brand can trade legally with ultimate confidence.
Formulation Reviews
Before cosmetic products can be sold, formulations must be reviewed to ensure they are compliant with the relevant regulations.

For brands who don’t own the IP of the cosmetic products they wish to sell on the UK and/or EU markets, we would work directly with the IP owner. In most cases, this tends to be the manufacturer of the product. We would set up an NDA with the IP owner to ensure all formulation & product data can be shared and the confirm completion of compliance activities with the notification references sent to you once completed. We would also work alongside you to ensure artworks are compliant and provide the final INCI.
